On 5/10/17 at 5:40 p.m., Dispatch received a report of a child unconscious and not breathing in the 9500 block of Brayton Drive. The preliminary investigation found that a child was not breathing when officers arrived. The two-year-old child was transported to a local hospital and died. Through the course of this investigation, detectives discovered the child had not been examined by a doctor since she was 9 months old. The suspects (the mother and her boyfriend) believed the child would “outgrow” not eating and it was just a “stage.” The main source of nutrition for the child was whole milk and occasionally Dr. Pepper. The autopsy results revealed the child died from malnutrition. Detectives have reclassified this case as a homicide case due to the willful neglect by the suspects.

The suspects have been identified as Hamburg and Timothy Hulsey (41 years old). Hamburg is the mother of the victim. Hulsey is the boyfriend of Hamburg. They face multiple charges including Criminal Negligent Homicide.

Hulsey was arrested today and transported to the Anchorage Jail.

An arrest warrant has been issued for Hamburg.
