Homicide; Mountain View Drive/N Bliss Street

Oct. 3, 2025 (Anchorage, AK) – Yesterday, Peejay Her, 58, was convicted by an Anchorage jury of one count each of Murder in the First Degree, Murder in the Second Degree and Tampering with Physical Evidence.  The defendant also pled to Misconduct Involving Weapons in the Third Degree for being a convicted felon in possession of a concealable firearm. 

On the night of Nov. 6, 2020, Peejay Her and Rick Moa, 33, got into a confrontation, which ended with Moa being gravely shot and wounded in a semi-vacant lot between North Pine Street and North Bliss Street, just south of the old Mountain View Holiday convenience store.  Before running from the scene after shooting Moa, Her fired one last gunshot into Moa’s back as he was lying helpless on the ground, testimony at the trial revealed. Her then sped away in his car and hid the murder weapon in a bag behind a tree in snow and tall grass.  Moa was pronounced dead at Providence Medical Center later that night.

Her was previously convicted of Assault in the Second Degree in 2019.

Senior Assistant Attorney General John Darnall prosecuted the case for the Office of Special Prosecutions, with the assistance of Assistant Attorney General Heather Dyreng, and Paralegal Meghan Thomson.  Anchorage Police Detective Jeff Elbie was the lead investigator with significant help from Anchorage Police Officer Michael Vang.

January 14, 2021 (Anchorage, AK) – Yesterday, an Anchorage grand jury indicted 52-year-old Peejay Her (“Her”) for killing Rick Moa on November 6, 2020, at a homeless camp in Mountain View. Her was indicted on one count of murder in the first degree, two counts of murder in the second degree, one count of robbery in the first degree, one count of burglary in the first degree, one count of misconduct involving weapons in the third degree and one count of tampering with physical evidence in the first degree.

If convicted at trial, the Her face sentences of up to 99 years imprisonment for each of the murder charges, 20 years imprisonment for the robbery charge, 10 years for the burglary charge and up to 5 years for the misconduct involving weapons and tampering with physical evidence charges.

These charges are only allegations and are not evidence of guilt. Defendants are presumed innocent and are entitled to a fair trial at which the prosecution must prove guilt beyond a reasonable doubt.

Her is currently in the custody of the Department of Corrections and will be arraigned before the Superior Court in Anchorage on January 15, 2020.

The preliminary investigation found there was an argument between the suspect and the victim. At some point an altercation occurred. As a result of the altercation, shots were fired which left one victim with gunshot wounds to his body. He was transported to a hospital where he died from his wounds.

Through the course of the investigation, detectives identified one male suspect. He was located, questioned by detectives and transported to the Anchorage Jail.

The suspect has been identified as 52 year old Peejay Her. Her faces charges for Murder II, Misconduct Involving a Weapon III, and Evidence Tampering.

The victim has been identified as 33-year-old Rick F. Moa. Next-of-kin notification procedures have been completed.

Dispatch received a report of shots fired in the area of Mountain View Drive and North Bliss Street. Officers with the Patrol Division responded and found an injured adult male. He was transported to a hospital and pronounced deceased.

There will be a large police presence in the area as the investigation continues.

Anyone with information about this investigation, including surveillance video, should call Dispatch at 311 or to remain anonymous call Crime Stoppers at 907-561-STOP.

The victim’s identity will be released once next-of-kin notification procedures have been completed.
