OFFICER INVOLVED SHOOTING INVESTIGATION: 200 BLOCK OF EAST 9TH AVENUE
UPDATED on 8/22/2026: On August 18, at about 1:34 p.m., APD was called to multi-unit living facility at the 200 Block of East 9th Avenue for reports of an armed, suicidal adult female. Responding officers were notified the subject was pointing a gun at other individuals who were also inside of the living facility at the time. The Mobile Intervention Team (MIT) and additional specialized teams arrived to assist with security and de-escalation. A SWAT callout was initiated and responding officers set up perimeters inside and outside of the facility.
Throughout the duration of the call, crisis negotiators continued to try to contact the subject. The subject was observed pointing a gun out the window of the building in the direction of officers and citizens. An APD officer identified as Officer Misha Carlson then fired at the subject striking her in the upper body. The subject identified as Lora Brady, 53, was declared deceased. Next-of-kin notification procedures are complete. This is the 7th Officer Involved Shooting of 2026.
The state’s Office of Special Prosecutions (OSP) will review the officer’s use of force and determine whether it was justified. Once that has been completed, APD Internal Affairs will review the officer’s actions to confirm whether there was any violation of policy. As per APD practice, the officer will be placed on administrative leave. Once OSP has completed their investigation, their findings will be available for the public to review.
