Homicide Investigation on the 3400-Block of E. Tudor Road

Update on 3/22/24:

From the Attorney General’s Office:

Today an Anchorage grand jury indicted 23-year-old Javon Hill for one count of Murder in the Second Degree and one count of Manslaughter for the murder of Franklin Stevens-McConkey. The charges stem from a homicide that occurred on March 17, 2024, in the area of East Tudor Road and Dale Street in Anchorage.  

Hill is currently in the custody of the Department of Corrections and is being held on a $25,000 cash performance bond and a $25,000 cash appearance bond. If convicted at trial, Hill faces a sentence of up to 99 years imprisonment.

These charges are only allegations and are not evidence of guilt. The defendant is presumed innocent and is entitled to a fair trial at which the prosecution must prove guilt beyond a reasonable doubt.

Update on 3/19/24:

The victim has been identified as 43-year-old Franklin Stevens-McConkey.  Next-of-kin notification procedures have been completed.

Update on 3/18/24 at 11:25 AM:

The preliminary investigation indicates that Group #1 was walking down Dale Street when they encountered Group #2 who were in a vehicle and exiting the parking lot in the northeast corner of Dale Street and Tudor Road.  Some type of altercation occurred between the two groups.  At one point 23-year-old Javon M. Hill emerged from the vehicle and discharged a weapon, striking a member of Group #1 in the upper body.

Javon Hill was transported to the Anchorage Police Department for questioning by detectives.  He was subsequently remanded at the Anchorage Correctional Complex on the charge of Manslaughter.

The motive behind the altercation is still under investigation.  There is no indication the two groups were previously known to one another.

Update on 3/18/24 at 7:15 AM:

The male victim, who was shot in the upper body, passed away from his injuries after arriving at the hospital.  His death is being investigated as a homicide.

Detectives believe they have contacted all involved parties.  No charges have been filed; the investigation is ongoing.

The victim’s name will be released once next-of-kin notification procedures have been completed.

Original on 3/18/24 at 12:45 AM:

At 10:37 PM on 03/17/2024,  APD officers responded to the 3400-block of E. Tudor Road in reference to a person being shot. Upon arrival, officers located an adult male victim with a gunshot wound. The victim was transported to a local hospital with life-threatening injuries.

The motive for the shooting and any relationship between the parties involved is under investigation.

The Crime Scene Team has responded to process the scene. There are no road closures. Please avoid the area and follow the officers’ instructions if you need to be in the vicinity.
