Officer Involved Shooting Latouche Street

Update on 11/27/23:

The suspect in last week’s officer involved shooting has been identified as 32-year-old Knut J. Larrabee.  After being interviewed by detectives, he was remanded at the Anchorage Jail on the charges of Violate Conditions of Release, Assault IV, and False Information.

Through the investigation it was determined the weapon Larrabee produced and pointed towards the APD Officer was a Piexon compact pepper spray gun.  Attached to this release are stock photos of that gun.

On November 22, 2023, at 2:22 PM, APD officers were dispatched to the area of 36th Avenue and Latouche Street in reference to an agitated adult male who was walking along the road waving a machete and yelling.

As an officer arrived on the scene, the suspect produced another weapon and pointed it towards the officer. The officer fired his duty weapon from his vehicle and radioed for backup. The officer was not injured.

When additional officers arrived, they located the suspect and took him into custody without further incident. The suspect’s information will be released after charges are filed. The suspect was not injured.

The Crime Scene Team responded to the scene, and Latouche Street will remain closed between Benson and Annapolis for the next few hours while they process the scene. This investigation is ongoing, and we have no further information to release. Information will be forthcoming early next week once all interviews have been completed.

Per APD policy, the state’s officer of special prosecutions (OSP) will review the officer’s use of force and determine whether or not it was justified. Once that has been completed, APD Internal Affairs will review the officer’s actions to confirm whether there was any policy violation. As per APD Practice, the officer will be placed on four days of administrative leave. The officer’s name will be released publicly 72 hours after the incident.
